Job Summary:
The Estates Manager will be responsible for developing and managing the Estates Service within the organization, ensuring the delivery of a safe, cost-efficient, and high-quality service. This role includes oversight of key areas such as maintenance, fire safety, compliance, energy, grounds, and minor new works.
As a key member of the Estates Team, the post holder will be accountable for delivering a well-governed and managed estate, contributing to strategic planning, and supporting the organization's overall objectives. The Estates Manager will ensure budgets are controlled, services are delivered effectively, and staff are managed and trained in line with organizational standards.
Key responsibilities
- To advise the Associate Director of Estates as required, to ensure service is maintained in the absence of the post holder and undertake such duties as required of that post holder.
- The post holder will be responsible for the day to day managerial/professional control of a wide range of operational services for the Estates Department as outlined in Appendix 1
- Advise the Assistant Director of Estates on the management of the Trust’s estate and improvement of its physical environment for patients, visitors and staff.
- The post holder will advise on key areas of Estates Services to assist in the development of long term strategic plans and programs of work that will impact on services and Trust assets to allow the organisation its overall objectives.
- To be responsible for managing and implementing of Estates Service Level Agreements with Central Northwest London Trust, University of Buckingham and ADMK; including regular service meetings and revising contracts at regular intervals to ensure service delivery is in line with financial income to the Trust.
- To monitor the performance of Managers by a formalised Individual Performance Review process. A key element will include holding formal appraisal meetings with agreed objectives, which must be monitored on a regular basis.
- To be accountable for Estates Services to ensure budgets are appropriately controlled, cost efficient and improvements are identified and implemented within delegated limits.
- The post holder will be responsible for several service areas across the Trust in terms of service delivery, including but not limited to, Estates Services, Fire, Grounds and Gardens, Asbestos, Electrical Systems, Medical Gas, Water Services, Decontamination Engineering services and Ventilation Systems.
- The post holder will be responsible for the line management of all staff within the remit of service areas.
- The post holder will need experience of Spreadsheets, Building Management System, MiCAD and other CAD systems to fully utilise information to fulfil the requirements of the role.
- The post holder will lead in all specialist service areas taking into account legislation, Regulatory and Good Practice Guides (HTM, HSE, CQC, PLACE) to ensure the Trust is not put at unacceptable risk.
- The job role will entail conflicting demands on time and resources that will require high levels of management judgement, to ensure the Trust is not exposed to undue risk.
- The post holder will write papers, reports, business cases, chair meetings and manage incidents as required across the areas of responsibility, including the review and update as needed of policies relating to areas of responsibility
- To deal with staff grievances in line with Trust policy including disciplinary issues and all contracted areas of service where disputes may arise to ensure the Trust is not exposed to unacceptable risk.
- The post holder will need to visit roof tops, confined spaces, drains and plant rooms & boiler houses in the course of their work as required.
- The post holder will lead on and negotiate high level technical agreements and services across the range of services with Senior managers of the Trust and also outside providers of service and other agencies to ensure overall best value for money is maintained at all times.
- Advise the Associate Director of Estates of updates to legislation and CQC standards and how this impacts the Estate.
- Budget holder for several department budgets across Estates Services, to delegated limits
- To ensure expenditure is controlled across the budgets.
- Approve purchase orders and sign off payment of invoices.
- Responsible for production of Technical Tenders and follow Trust SFI’s .
- Manage nominated Capital Projects and maintain budget limits.
- Ensure value for money is obtained from in-house and outsourced Estates Services.
- Write Business Cases for Capital & Revenue schemes and projects as required in undertaking this role.
- Provide and manage CIP’s to meet the finance targets of the organisation
To provide managerial support and leadership to Estates Services staff. - To maintain effective channels of communication within the department between management, staff and other hospital departments.
- To ensure training needs within the Department are prepared and appropriate induction and training schedules for staff are maintained and actioned including Mandatory Training, Technical Training and CPD.
- Establish working relationships and methods, with Health & Safety Executive, Environmental Health Officers, Local and County Councils and Environment Agency, Fire Authority and other Agencies.
- Carry out appraisal of management and technical staff through the year.
- To produce performance plans where required in line with Trust Objectives.
- To undertake and act as lead for formal investigations as required.
- To lead on Estates Services recruitment and forward department structure planning.
